What's a standard tip percentage?

In the US, 15–20% is standard for restaurants. 18% is a solid default for good service, 25% or more for exceptional. For takeout or delivery, 10–15% is common.

Should I tip on the pre-tax or post-tax amount?

Technically, tipping on the pre-tax amount is correct — but tipping on the full bill is also widely accepted and easier. The difference is usually small.
